NYCSCA | Capital Plan Management Services in Connection with Building Condition Assessment Survey (BCAS) of New York City Schools
The overall project objective is to provide data to the NYC School Construction Authority/Department of Education (SCA/DOE) to be implemented into a five-year capital plan to maintain building assets in a state of good repair.
SYSTRA, as part of a team, is performing the 2019-2020 cycle of building condition assessments of school facilities for the NYCSCA/DOE.
Assessments are made of site areas, building envelope (exterior), interior and transportable/temporary units. Site inspection include paved and unpaved surfaces, landscape, site drainage, lighting, playgrounds, street furniture, etc. Building inspections include all exterior and interior components such as façade, roof, stairs, structure, doors, windows and finishes, electrical and mechanical systems. Inspections for electrical systems include building site and exterior security lighting; communication and security systems including CCTV, intrusion alarms, remote annunciators, panic switches, ultrasonic sensors, fire alarm and emergency lighting systems.
Building components are rated on a scale of 1 to 5, and given an estimated “remaining useful life” (in years) by the inspectors. Component deficiencies are identified and quantified. Recommendations to repair or replace are made, along with a recommended time period in which to repair/replace each component.
